Important Information
18 Restoration of Handicaps
-
18.1 If the handicap of a player is to be restored
within six months of the date on which his handicap was lost,
or suspended, it shall be reinstated at the same handicap the
player last held. In all other cases the player shall be allotted
a new handicap after he has complied with the requirements of
clause 15.

15.3 To obtain a handicap a player shall submit
such number of cards over 18 holes in such manner as his Home
Club requires, but not less than three, at his Home Club (preferably
over a Measured Course) each of which shall be signed by a responsible
person acceptable to the Handicap Committee.

18.2 A player whose handicap has lapsed under
the provision of clause 17.6 can regain a Playing Handicap in
such manner as the Union shall decide subject to the provisions
of clause 18.3.

18.3 When restoring a lapsed handicap or a handicap
which has been lost or suspended for more than six months the
Handicap Committee shall give due and full consideration to
the handicap the player last held. A Category 1 handicap shall
not be allotted without the written approval of the Union or
Area Authority if so delegated.
The player shall:
13.1 Have one handicap only which shall be allotted
and adjusted by his Home Club and, if so required, produce a Handicap
Certificate. That handicap shall apply elsewhere including other
clubs of which the player is a Member.
Note: In Ireland (GUI) a player's HOME CLUB is the club at which
a member plays most of his competitive golf.
13.2 If he is a Member of more than one Affiliated Club, select
one as his Home Club and notify that club and the others of his
choice.
13.3 Not change his Home Club except by giving advance notice of
the change which can take effect only at the end of a calendar year
unless he has ceased to be a Member of his Home Club or both clubs
agree to the change taking place at an earlier date.
13.4 Report to his Home Club the names of all other Affiliated
Clubs of which he is, becomes, or ceases to be, a Member and report
to all other Affiliated Clubs of which he is a Member:
(a) The name of his Home Club and any changes of his Home Club and
(b) Alterations to his Playing Handicap made by his Home Club.
13.5 Ensure that before competing in a Qualifying Competition his
entry has been inserted in the competition entry list, manually
or by computer as required.
13.6 Ensure that all competition cards in Qualifying Competitions,
whether or not complete, are returned to the organising committee,
and make such computer entries as may be required - (see Decision
17).
13.7 Report to his Home Club as soon as practicable all Qualifying
Scores (including No Returns) returned away from his Home Club advising
the Home Club of the date of the Qualifying Competition, the venue,
Standard Scratch Score and the Competition Scratch Score together
with the following:
(a) After a Stroke Play Qualifying Competition the gross score
returned and such further information as shall be required by the
Home Club.
(b) After a Par Qualifying Competition the par of the course and
the score versus par.
(c) After a Stableford Qualifying Competition the par of the course
and the number of points scored
And the Par of the course.
Note 1: Players are reminded that failure to report scores returned
away from their Home Clubs (including No Returns) when so required
by the System is likely to lead to the suspension of offending players'
handicaps under the provisions of clause 17.
Note 2: In the event of a Qualifying Competition being declared
abandoned or scores returned being deemed by clause 20 to be for
Reduction only, the player must report the above information.
13.8 If so requested authorise his Home Club to provide the Union
with such information as his Union shall reasonably require establishing
a National Handicap Database and also sign any relevant document
which may be required to comply with or satisfy Data Protection
legislation.
13.9 Prior to playing in any competition ascertain whether all
appropriate reductions to Playing Handicap have been made or alternatively
comply with the obligations set out in clause 16.11.
13.10 Enter his current Playing Handicap on all cards returned
in a Qualifying Competition even though the event may not be a handicap
competition. This is to allow for the calculation of a Competition
Scratch Score.
13.11 Provide to his Home Club information regarding scores in
Non Qualifying Competitions if so directed by a Union
Note:
In Ireland (GUI and ILGU) players and clubs must report to the Home
Clubs:
(a) All qualifying and non-qualifying scores including team events,
and
(b) All scores which equal or better the Standard Scratch Score
from Society golf played over a Course for which the Union has allotted
a Standard Scratch Score, together with notification of the relevant
Standard Scratch Score.

• It is the obligation of every player to return scores to
the Handicap secretary
• It is the obligation of each club, to return away scores,
to the home club of a player.
A player should not take for granted, that if you use your swipe
card, your score will be automatically sent to the GUI’s CHD.
Scores must be returned to the Handicap secretary with the previously
mentioned information. (Date, Venue, SSS, CSS Par). By the Player
and the Club, the competition was played in.
In some cases away scores can be sent back to your home club via
the internet.
If this takes place the GUI in turn will send this information back
to your home club. This only occurs, if the vending software company
the club is using can send away scores to the GUI.
If not Away scores have to be posted manually by the Club to the
Home Club of the player.
After playing in a competition Check Golfnet to see if you’re
Handicap has been adjusted www.golfnet.ie and that your score has
been entered.
Key in your ID Number: and Password:
Your ID number is found on the back of your swipe card. The password
when using your card for the first time is golfnet. This can be
changed by yourself.
If the Club that you were visiting has not sent your Away Score
to your home club, it is the onus of the player to ask the club
he was playing in, to return the score to his Home Club.
If all the above for mentioned is adhered to there should be no
problems with point ones and handicap adjustments.
Members please note if your Swipe Card is not working i.e.
• You are coming up as an Away Player
• Your H/C is 28
You are not using the swipe card of your Home Club (A player should
have one and only one swipe card.)
Your swipe card has not been activated and needs to be returned
to the office to be activated.
It is the onus of each player
• to use his/ her swipe card correctly
• to use his/ her swipe card when playing in Qualifying or
Open Competitions at home or away.
• If damaged/ Lost to find a replacement from the GUI or to
order one from the office, there is a fee.
